What is the meaning of "v'Romem Tachas Leshoni"?

Rashi #1: Our tongues spoke of Your exaltedness.

Rashi #2: The word of His exaltedness is under my tongue; I am ready to say it. This is like "Yachchidenah Tachas Leshoni" (Iyov 20:12).

Radak #1: I elevated Him with my tongue. Romem is a verb, the subject (I) is omitted. "Tachas Leshoni" is like bi'Lshoni. The same applies to "Tachas Leshono Amal va'Aven" (Tehilim 10:7). What is above and below the tongue helps it to speak. The letters Gimel, Yud, Kaf and Kuf are pronounced with the palate. Therefore, speech is called Lashon. "U'Milasi Al Leshoni" (Shmuel II, 23:2) is like Tachas Leshoni.

Radak #2: "Tachas Leshoni" hints to the heart, which is under the tongue; intent is hidden from what is revealed via the tongue. My mouth called to Hashem, and my heart elevated Him.
