Rashi: When You build the Beis ha'Mikdash 1 , we will fulfill the vows that we made in Galus. Radak - the singular refers to Anshei Galus as a Klal.

Malbim: Now (after Menasheh returned) he offered Olos on Mizbach Hashem, like he vowed (verses 14-15).

I.e. Bayis Sheni. It cannot discuss [paying vows made in Galus Mitzrayim] in Bayis Rishon. They could be fulfilled in the Mishkan, even without the Bayis! (PF)
