Why does it say "Hirkavta"?
Radak: This is a metaphor, like "v'Hirkavticha Al Bamasei Aretz" (Yeshayah 58:14).
What is "Enosh l'Rosheinu"?
It is a person from whom one must take money. Refer to 66:12:3:1.
Rashi: It is the kings of every nation.
Radak: Before Galus, a person did not rule over us, only You ruled. Now You put nations over us - "Be'alunu Adonim Zulasecha" (Yeshayah 26:13).
Malbim: It is the jail warden appointed over Menasheh who afflicted him.
What do we learn from "Banu va'Esh uva'Mayim"?
Brachos 6b: If a person must take money from others, it is as if he was punished with fire and water -- "Hirkavta Enosh l'Rosheinu Banu va'Esh uva'Mayim."
Megilah 11a: "In fire" was in the days of Nevuchadnetzar ha'Rasha (he threw us into the furnace). "In water" was in the days of Pharaoh.
Bava Metzi'a 75b: If Reuven cannot pay his debt to Shimon, Shimon may not pass in front of him - "Lo Sihyeh Lo k'Nosheh." If he does so, it is he gave to him two punishments - "Banu va'Esh uva'Mayim."
Radak: The affliction is compared to fire, which burns and eradicates, and water, which floods and eradicates. We went through them in Galus, and we were not finished off!
Malbim #1: They lit a fire under Menasheh (after putting him in a pot) and afterwards cast him into water, to afflict him.
Malbim #2: This is based on the metaphor of refining silver (verse 10). After removing the silver from the fire, they put it in water to strengthen it.
About what does it say "You brought us out to satiation"?
Megilah 11a: This was in the days of Haman.
Radak: You took us out of Galus to a land in which we have satiation. The Kamatz under the Lamed in la'Rvayah is in place of the prefix Hei ha'Yedi'ah, i.e. the known land - Eretz Yisrael, the land of Brachah and satiation.
Malbim: Menasheh came out from there and returned to his kingship.
