Radak: She consoles him from an affliction that passed over him. So I will console you over the affliction of Galus. It mentions the mother, and not the father, for a woman entices verbally more than a man does.

Malbim: Like a man mourns over his mother who distanced from him, and he thought that she died, and she is still alive and she returns to him, and she herself consoles him. So I will console you, for you mourned over Me!

Why will they be consoled in Yerushalayim?

Radak: There My honor will be seen on you.

Malbim: Yerushalayim itself will console you, for you mourned over it.
