Why does it mention a wolf and a lamb grazing together?

Radak: Refer to 11:6:1:1-3 and the notes there.

Malbim: The wolf will not harm the lamb.

Why is the lion compared to cattle?

Rashi: Those Shevatim compared to a lion, i.e. Yehudah and Dan, are like Yosef, who is compared to an ox - they will consume the one who is compared to straw (refer to 65:25:3:2).

Why will the lion eat straw?

Rashi: It will not need to destroy animals. Malbim - also the nature of tearing animals will be changed. A lion will eat straw, and not meat.

Rashi citing a Midrash: A lion will eat straw like cattle - we find that Esav falls to the hands of Yosef - "[v'Hayah Beis Yakov Esh] u'Veis Yosef Lehavah u'Veis Esav l'Kash" (Ovadyah 1:18). The other Shevatim are compared to Chayos 1 ; we do not find [that Esav will fall to them].

What is the significance of a snake eating earth?

Rashi: Its food is always available for it.

2.

Radak: This is like it was [cursed]. It will not eat anything else. I.e. it will not bite a Yisrael - "Lo Yare'u v'Lo Yashchisu b'Chol Har Kodshi", i.e. Eretz Yisrael. A snake will eat only a species of Afar - "Ki Afar Atah" (Bereishis 3:19). It says about Yisrael at that future time "Ki Mal'ah ha'Aretz De'ah Es Hashem" (above, 11:9). They are unlike earth; a snake will not bite their heels.

Why does it say "Lo Yare'u v'Lo Yashchisu"?

1.

Malbim: A wolf and lion used to tear for their needs (to eat); now, "Lo Yare'u." Snakes used to damage merely destroy, now, "v'Lo Yashchisu."
