What is the meaning of "Hayinu me'Olam Lo Mashalta Bam"?
Rashi: Now we are like a nation that You never chose to rule over them.
Radak: We are under Your rule; our afflicters are not, and Your name was not called on them. How did they come in place of us in the land of our inheritance?!
Malbim: If only we were like another nation, that You never ruled over it! If so, Your name was never called on us, and there would be no Chilul Hashem!
Why does it say "Lo Nikra Shimcha Aleihem"?
Rashi: Now we are like a nation that Your name was never called on them.

Why does it say "Lu Karata Shamayim Mipanecha Harim Nazolu"?
Rashi: If You would tear Shamayim and descend to save us, like You descended to save us from Egypt, the mountains would drip amidst trembling.
Radak: This is a question. Perhaps You tore Shamayim and descended to speak with them, like You did with us?! Did mountains drip in front of You for them, like for us, on the day of Ma'amad Har Sinai? There was fire, cloud and the mountain feared and trembled, and also the others close to it 1 . Tearing Shamayim is a metaphor, like "v'Dalsei Shamayim Pasach" (Tehilim 78:23). Shamayim is the air.
Radak (64:1): This is a metaphor for wars that Kel fought on behalf of Yisrael, against their enemies. You tore Shamayim and descended - "ha'Kochavim mi'Mesilosam Nilchamu Im Sisra" (Shoftim 5:20). Mountains are a metaphor for the Gedolim; fire is like "v'Hayu Amim Misrefos Sid" (Yeshayah 33:12).
Malbim: The Navi became very emotional, and said '[You distanced greatly from us.] Did You tear Shamayim and descend, to the point that mountains drip and melt in front of You?!
Radak: Also Har Se'ir and Har Paran dripped water due to the cloud that rested on them. However, it was primarily on Har Sinai, therefore the Torah mentions only Har Sinai. - "veha'Har Bo'er ba'Esh" (Devarim 4:11). It dripped with water due to the fire and cloud on it.
