Radak: He said so with Ru'ach Kadsho. Avner made Ish Boshes king over Gil'ad and Efrayim. Therefore David says that Hashem said that I will be king over all of Yisrael.

Rashi: Over Hashem's salvation.

Malbim: Hashem rejoices [over the enemy's success, due to what will result from it; refer to 60:9:2:3, 60:11:1:3].

What is the meaning of "Achalkah Shechem"?

Rashi #1: I will give to them a portion in their enemies' property.

2.

Rashi #2: I will return to them the inheritance of their father Yakov.

3.

Malbim: The enemy captured Shechem and divided its spoils among them.

What is the meaning of "v'Emek Sukos Amaded"?

1.

Rashi #1: I do not know from which nation is Sukos, nor where is Sukos to which Yisrael went when they left Ramses.

Rashi #2: [I will measure Emek Sukos] when I apportion it to Yisrael. Shechem and Sukos were at the end of Eretz Kena'an, like we find that the beginning of Yakov's entry in Eretz Yisrael was via Sukos (after he met and left Esav) and Shechem.

Rashi #3: Sukos is an expression of forms and replicas - "Es Sikus Melkechem" (Amos 5:26). I will measure their form - "Shnei Chavalim Lehamis u'Malei ha'Chavel Lehachayos" (Shmuel II, 8:2).
