What are the implications of "ha?Zero'a Besheilah"?
Targum Yonasan and Chulin #1 (citing the Tana Kama): It means 'the whole foreleg' (unbroken). 1
Chulin, 98a #2 (citing R. Shimon ben Yochai): It means 'cooked together with the rest of the ram' 2
What happens to the ram?
Zevachim, 55a: The ram is eaten by the owner - like a regular Shelamim - except for the cooked foreleg, which (together with the Chazeh, the Shok and the two loaves) is given to the Kohanim and may only be eaten by them. 1

Kidushin, 36b: Based on the Gezeirah Shavah, "Al Kapei" "Al Kapehah" - above in 5:18, in connection with Sotah, we learn that a Nezirah is included in the Din of Tenufah.
