What is the meaning of "v'Nasa Vo Alah"?
'Rashi': [Two came for judgment, and one] was obligated to swear. Radak - Nasa is like "Masas Me'umah" (Devarim 24:10), i.e. a debt. 1
'Rashi' (23): Here it discusses one who had Bi'ah with another's wife 2 .
Malbim (Melachim I, 8:31): It is the Alah (Shevu'ah and curse) of a Sotah or of witnesses 3 .
Radak (Melachim I, 8:31, based on Targum Yonasan): One forced [the other litigant] to swear.
Midrash Tanchuma (Nasa 1) learns "Alah" from "Yiten Hashem Osach l'Alah" in Parshas Sotah (Bamidbar 5:21). (PF)
Who claim not to know testimony ? "v'Sham'ah Kol Alah" (Vayikra 5:1). (PF)
'Rashi' (verse 23) writes that this discusses Bi'ah with another's wife. Why does it say "v'Nasa Vo Alah" (masculine)? The curse is on her!

Why does it say "Lifnei Mizbachacha"?
'Rashi': "V'He'emid ha'Kohen Es ha'Ishah 1 Lifnei Hashem" (Bamidbar 5:18).
Abarvenel (Melachim I, 8:31): Shlomo prayed that Hashem accept all Tefilos in the Bayis. However, if one swore falsely in front of the Mizbe'ach, he desecrated Kedushas ha'Bayis 2 . The Bayis should not atone for him!
If this is a monetary Shevu'ah (refer to 6:22:1:1), we find that one who swears holds a Mitzvah object (refer to Bereishis 24:2:1:1), so he will fear to swear falsely. Standing in front of the Mizbe'ach instills even more fear! (PF)
I.e. the verse discusses the Shevu'ah of a Sotah. "Lifnei Hashem" is in front of the gate to the Azarah (Rashi Bamidbar 5:18), which is in front of the Mizbe'ach. (PF)
