What is the meaning of Hashem's eyes being open?

'Rashi': [You will see] whenever people pray to You 1 .

Malbim (Melachim I, 8:30): When Yisrael merit, the primary Shechinah is below, between the staves of the Aron. Then Hashem's eyes are open in the Bayis itself. When Yisrael do not merit, only His name dwells below; the primary Shechinah is above. However, the prayers in this Bayis will ascend on a ladder and Hashem will accept them.

Seemingly, prayer pertains to Hashem's [Midah called] ears! Perhaps Rashi means that Hashem will see the situation amidst which they pray, and this will affect acceptance of their prayer. (PF)
