Why does it say "umi'Mishpechos Bnei Kehas"?

Why does it say that Kehas received from Efrayim? They received also from Chetzi Menasheh!

'Rashi': Even though Chetzi Menasheh gave [10] to them 1 , also Efrayim gave to them, based on the lottery.

I.e. Menasheh gave to them not based on the lottery - even so, Efrayim gave to them. Perhaps the Sefer mentions only two cities of Chetzi Menasheh that were based on the lottery; the other eight were without a lottery. (PF)
