'Rashi': Our verse reveals that some of the cities above attributed to Yehudah, Shimon gave them. Malbim (44) - Yehudah gave cities to Shimon, and Shimon gave four of them to Levi, but Yehoshua listed among Shimon's cities only those that Shimon kept.
