Is Ashan the same as Ayin (Yehoshua 21:16)?

Malbim #1: Yes.

Malbim #2: No. Above (4:28, 33), it says "va'Yeshevu bi'V'er Sheva? v'Chatzreihem Eitam va'Ayin... ." Bnei Shimon dwelled there - they were not given to Leviyim! This shows that there was another city Ayin in the days of Yehoshua, and Ashan in the days of Ezra. R. Chaim Berlin asked, [Reish Lakish holds that] we do not divide a city among two Shevatim. We asked, the nine cities given to the Leviyim from Yehudah and Shimon - did not each give four and a half? No - one Shevet gave four, and the other gave five (Sanhedrin 111b). Verses explicitly say that Shimon gave only one city. I explained that [the Ir Miklat] Ayin or Ashan is not of Shimon! Also, they are called Chatzreihem, and we do not make small cities Arei Miklat. I answer that Shimon gave cities that were initially of Yehudah (refer to 4:50:1:1).
