Why do some Arei Miklat have different names than in Yehoshua?

Redak (39) #1: This is like I explained regarding people's names (refer to 6:19:1:1).

Radak (39) #2: When the lottery fell in the days of Yehoshua, some of the cities were in the Kena'anim's hands. They separated other cities in place of them, until they captured them. A Tosefta says like this, Even though they separated Shechem in Har Efrayim, it did not absorb [Shogeg murderers] until they conquered Kedesh. There are many Drashos about the name changes; we need not mention them.
