Rashi: It was a Hora'as Sha'ah. Malbim - the Havah Amina in Horiyos 6a was that each Shevet brought a goat [and a bull] for Par Helam Davar for idolatry. The conclusion was, they were a Hora'as Sha'ah, via Nevi'im.
