What is the meaning of "Kol Hashem la'Ir Yikra ["v'Sushiyah Yir'eh Shemecha]"?
Rashi citing Targum Yonasan: The voice of Hashem's Navi announces to the city to repent. Radak ? it is called Kol Hashem, for he prophesizes in the name of Hashem. He calls to the residents of the city, i.e. Yerushalayim or Shomron.
Radak: It is as if it says Leha'ir, to arouse them to repent.
Malbim: Kol Hashem and Tushiyah (the Torah) call the city "Yir'eh Shemecha." Avraham called the place [of the Akeidah] "Hashem Yir'eh" (Bereishis 22:14). Initially it was called Shalem ? "u'Malki Tzedek Melech Shalem" (ibid. 14:18). Avraham added to it the name Yir'eh, for Hashem will see and constantly supervise the city. Now the Navi mentions Yerushalayim, that you will remember that its name is Yir'eh, for Hashem's eyes are always on it, and it will guard itself from rebelling against Him. Hashem agreed to this name, and wrote it in His Torah.
What do we learn from "v'Sushiyah Yir'eh Shemecha"?
Rashi: The Navi calls 'Tushiyah' to those who see Your name, and put to heart to contemplate and see Your ways. It refers to the start of the verse.
Hagahah in Rashi 1 : This is a source that anyone who says a verse that begins and ends with the same letters as his name does, the Torah saves him from Gehinom.
Radak: "V'Sushiyah" is like v'Ish Tushiyah. Similarly, "va'Ani Sefilah" (Tehilim 109:4) ? I am an Ish Tefilah. The Navi says, when I call Your words in the city, one who is an Ish Chochmah, only he sees in his heart Your honored name, and that he should be humbled in front of Him when the Navi mentions His name and His words. Other people are not concerned.

I heard in the name of R. Yakov Hillel that this is not from Rashi himself. However, Kaf ha'Chayim 122:11 and Yafeh l'Lev cite it in the name of Rashi. (PF).
What is the meaning of "Shim'u Mateh u'Mi Ye'adah"?
Rashi: Tilt your ear and hear the staff of punishment that will afflict you. The Nevi'im warn you. Listen ? Who predicted these punishments? Does He have the ability to fulfill what He decrees?
Radak: [Ish] Tushiyah tells others, hear how harsh is this decree! The Hei at the end of Ye'adah is a pronoun; it refers to the decree. This is a Mashal ? the staff is what hits; Tushiyah is Chochmah. Its root is Yasheh, like Yesh, for it is the only matter that stands in the low world. Therefore it is called Tushiyah, for it stands in Yashusah (being) forever. Ye'adah is summonsed, like "v'Im li'Vno Yi'adenah" (Shemos 21:9), "ha'Mo'ed Asher Ye'ado" (Shmuel II, 20:5).
Malbim: Since Hashem oversees your deeds, hear the staff ? the punishment summonsed for your sins. Who summonsed it? Hashem, who has the ability to punish! This that You harden your necks is (a) because you think that He does not see your deeds ? therefore it says "Yir'eh Shemecha", or (b) you think that He does not want to punish ? therefore it says "Shim'u Mateh, or (c) you think that He does not have ability to punish ? therefore it says Mi Ye'adah.
