Why does it say "Ein Shalom Amar Elokai la'Resha'im"?

Rashi: It said about Tzadikim and Ba'alei Teshuvah "Shalom Shalom la'Rachok vela'Karov" (19); there is no Shalom for Resha'im.

Malbim: Just like there is no Shalom for their Ru'ach, there is no Shalom for all that is theirs.
