Malbim: This shows that what came before ("Ki v'Rabim... v'Yoshev Kedem") is a Ma'amar Musgar (parenthetical comment).

What is the meaning of "Asher Ein Chalifos Lamo"?

Rashi: The ones who chase me, they do not put to their hearts of their passing; they do not fear the day of death.

Radak #1: Hashem, who does not change from matter to matter, or from desire to desire, and what He promised me, He will fulfill for me, and my enemies will not rule over me. Lamo is like Lo. Similarly, "Yiskon Aleimo Maskil" (Iyov 22:2) is like Alav, and "Yechezeh Faneimo" (11:7) is like Panav.

Radak #2: This refers to the enemies. They think that nothing will change for them; all their days will be in serenity. This is wrong; Hashem will humble them, for they did not fear Him.

Malbim: They have no share in the world to come, which is other life in place of this world, and not Techiyas ha'Mesim.

Why does it say "v'Lo Yar'u Elokim"?

Radak #1: Elokim helps me, and they do not fear Him.

Radak #2: Hashem will humble them, for they did not fear Him.
