What was "Nigas"?
Rashi: [Yisrael] was brought here via Nogesim (taskmasters) and oppressors.
Radak: [Yisrael] were pressed [to give] money, like "Nagas Es ha'Kesef" (Melachim II, 23:25), "Lo Yigos" (Devarim 15:2).
What is "Na'anah"?
Rashi: He was verbally oppressed.
Radak: They were afflicted bodily, e.g. lashed.
Who does not open his mouth?
Rashi: The oppressed nation, like a Seh led to slaughter, and a sheep in front of shearers is quiet.
Radak: Yisrael were not allowed to scream and complain about what they did to them - bodily or monetarily.
What is the comparison to a Seh led to slaughter, and a Rachel in front of shearers?
Radak: A Seh led to slaughter corresponds to bodily affliction and killing. A Rachel in front of shearers depicts monetary oppression. The verse mentions a Rachel (female sheep), for females of every species are weaker. So Yisrael are very weak in Galus.
Malbim: Also a small child [who is killed], he is like a Seh, and the mother was like a Rachel when Nochrim take their money and garments with their tender children.
