How can they avoid being afraid?
Radak: I promise you that you need not fear the enemy that will come to Bavel. He will not do evil to you; you will leave in Shalom.

Why does it say "u'Va ba'Shanah ha'Shemu'ah"?
Rashi: In that year itself will come the Shemu'ah from Shamayim that Bavel fell by itself - "v'Haysah Bavel Tzvi Mamlachos Tiferes Ge'on Kasdim k'Mahpechas Elokim Es Sedom v'Es Amorah" (Yeshayah 13:19).
