Malbim: This is one of three ways in which it will be worse than a Midbar. (a) A Midbar's nature is to be desolate; Bavel will not be settled due to Hashem's anger. (b) A Midbar has settled place; Bavel will be totally desolate. (c) People are not astounded at the desolation of a Midbar. They will be astounded at the desolation of Bavel.

What is the meaning of "Lo Seshev"?

Radak: People will not dwell in it. The verse discusses the city as if it is its residents. The same applies to "ha'Ir ha'Yotzeis Elef" (Amos 5:3) refer to people who come from it.

Why does it say "Shemamah Kulah"?

Radak: No settlement will remain in the entire city. The Bavel in which Daryavesh and Koresh dwelled, and [what is called] Bavel even nowadays, is not the previous Bavel. That was destroyed, and they built another city in the same valley, and also it is called Bavel.
