What is "l'Midas ha'Melech"?

Rashi: [We borrowed, and mortgaged 1 ] our fields and vineyards in order to pay the king's tax. Now we have nothing to finance ourselves! Midas is a tax, like "Mindah Velo va'Halach" (Ezra 4:13).
