Radak: Those who used to be called honored, they will be called men of hunger. "Mesei" is men, like "me'Ir Mesim" (Iyov 24:12).

2.

Radak: This is like "v'Hisbi'a b'Tzachtzachos Nafshecha" (58:11) - dryness. Their throats will be dry due to thirst. Tziche is Samuch, like "Ishe Rei'ach Nicho'ach la'Shem" (Vayikra 1:13). Even though the verse mentioned hunger regarding the esteemed and thirst among the commoners, all will be equal in hunger and thirst.
