Why does it say "ba'Yam De'agah"?

Rashi: Its anxiety will be like the turbulence of the sea. De'agah is always an expression of fear.

Radak: It is like one who is on the sea. He fears and cannot calm his heart from fear. So will be the residents of Damesek and its cities.

Malbim: It refers to the anxiety as a raging sea, which cannot be calmed. Their hearts will melt like water in the sea of fear.
