Radak: The Kesiv refers to one who made his children and flocks flee. This is like "Henis Es Avadav v'Es Miknehu" (Shemos 9:20). The pronunciation refers to one who flees himself. There will be both fleers and those who make flee.

Why does it mention Pachad, Pachas and Pach?

Why does it say "Eleha El Mo'av"? Eleha refers to Mo'av!
