This is verse 8! Why is it repeated?

Radak: Then Yisrael will say that Hashem Tzevakos is with us; He saved us from the nations and lowered them under us.
2.
Malbim: The evil will not reach us. Via the flood, the tyrant who agitated the land, his strength was broken - "Keshes Yeshaber v'Kitzetz Chanis" (verse 10). Hashem is with us to save us from him.
