Why does it say "Ko Amar Hashem Borei ha'Shamayim"?
Radak: This Parashah teaches that only Hashem, who created everything, saves; the idols do not. This is repeated due to the evil Emunos that were in his time.
Malbim: This gives three reasons why one should trust only in Hashem. (a) Hashem created Shamayim, and it did not change from then. He created Eretz, and fixed it in many ways - light, the Raki'a (clouds), water, dry land, vegetation, and living beings, until it is proper for man. Man could not live if it were "Sohu va'Vohu" (Bereishis 1:2), like initially. Beri'ah is creation from nothing; Yetzirah is giving form, Asiyah is finishing the form, and Konen is the final state. Also refer to 45:19:1:2, 45:19:3:3.
What is the significance of "Hu ha'Elokim"?
Radak: Since He created everything, He is the Judge and Conductor, and not the spheres and stars. Even though they conduct lower beings, they do based on My command; I am Elokim over them - "Hu Elokei ha'Elokim" (Devarim 10:17). This was said against idolaters. It is proper to serve only the Master over everything.
Why does it say "Yotzer ha'Aretz"?
Radak: He made it to receive power and conduct from upper beings.
Malbim: After He was Borei Eretz, He fixed its form - He gathered the water so the dry land would be seen. Refer to 45:18:1:2.
What is the meaning of "Osah"?
Radak: He fixes it. When He gathered the water to one place, He fixed it so people could live on it.
Malbim: After He formed Eretz, He put vegetation on it. Refer to 45:18:1:2.
What is the meaning of "Konenah"?
Radak: He prepares it for the creations to multiply on it. Refer to 45:18:6:5.
Malbim: He finalized the creation via making man, Refer to 45:18:1:2.
What do we learn from "Lo Sohu Vera'ah Lasheves Yetzarah"?
Yevamos 62a: If a man had children and they died, he did not 1 fulfill Peru u'Rvu; for we need "Lasheves Yetzarah" (to populate the world).
Yevamos 62b: If Ploni died, but left over a child, it is as if Ploni is alive (to help Ploni's father fulfill Peru u'Rvu). This is even if Ploni is male, and left a daughter, for this fulfils "Lasheves Yetzarah."
Bechoros 47a: If a Nochri had children and then converted, he already fulfilled 2 "Peru u'Revu"; for even Nochrim have a Mitzvah to procreate - "Lo Sohu Vera'ah Lasheves Yetzarah."
Gitin 41b: A half-slave cannot marry a Shifchah, and not a Bas Yisrael. "Lasheves Yetzarah" (the world was created for procreation! Therefore, for Tikun ha'Olam, we force his master to free him, and the half-slave owes half his value to his master.
Radak: Hashem made the world for the creations to multiply. He told them "Peru u'Rvu" (Bereishis 1:22, 28). If they decrease, it is due to sins of people, who have Da'as to understand good and evil. The decrease can be via each other, e.g. in war, or Elokim sends a plague, like He struck Machaneh Ashur. They were stricken due to their sin.
Malbim: He did not want the land to remain Tohu. Beri'ah would have sufficed for that. Rather, He added Yetzirah and Asiyah in order that people can dwell on it and find all their needs in it.
Why does it say "Ani Hashem v'Ein Od"?
