Rashi: It is Edom. [Esav] lived among two Tzadikim (his parents), and did not learn from their deeds (Sanhedrin 39b).

Radak: These nations that rule over me - if they were Chasidim, I would say that the truth is with them, and not with me, and my sins overpowered; therefore, I am exiled under their Reshus. However, they are not Chasidim. Further, they have no good deed; they are Ish Mirmah v'Avlah.

Malbim: They have no preparation to Chesed at all. Their nature opposes Chesed Bein Adam l'Chavero.

Why does it say "me'Ish Mirmah v'Avlah"?

Radak: "Ish" is a Klal for the entire nation, like "Ish Yisrael" (Yehoshua 9:6).

Malbim: Among the nation are men of deception and injustice - philosophers who pervert their beliefs and mindsets, and what is straight, they make it crooked. They make deceiving connections and errant evidence to contradict true beliefs. "Tefaleteni" - save me from stumbling and being drawn after their claims and falsified investigations to contradict basic beliefs!
