What did the water in the Kiyor represent?

Targum Yonasan: It represented the Ba'alei Teshuvah, who straighten their crookedness like water.

"Venasata es ha'Kiyor bein Ohel Mo'ed u'Vein ha'Mizbe'ach". How will we reconcile this with Pasuk 6, which states that the Mizbe'ach ha'Olah was placed in front of the Ohel Mo'ed?

Zevachim, 59a: They actually placed the Kiyor and its base between the Ulam and the Mizbe'ach, but drawn slightly towards the south - and not directly in between them.
