'Rashi': The Sefer lists a man's generations, even if he was not mentioned before. The same applies to "Bnei Chel'ah Tzeres v'Tzochar v'Esnan; v'Kotz Holid" (7-8). 1

Radak: Re'ayah is "ha'Ro'eh [Chatzi ha'Menuchos]" (2:52). Letters often switch in the names of families. Malbim - also above, it said that Mishpechos ha'Tzar'asi came from him.

Is ha'Tzar'asi the same as "ha'Tzar'ah veha'Eshta'oli" (2:52)?

Radak: Yes. Here it teaches that their primary lineage was Yachas, Achumai and Lahad.
