Radak: He divided Eretz Yisrael into 12 equal portions based on the value of the inheritances; the tax was collected equally.

Why does the verse say only "Ben Chor", without giving his own name?

Radak: He, and the others whose own names are not given, were know by the name of their fathers. There was no need to give their own names.
