Radak: Eit is Samuch to Tzipor, even though it is within the Klal of Tzipor. This is like "Admas Afar" (Daniel 12:2), "mi'Tit ha'Yaven" (Tehilim 40:3).

What is "Kol Kanaf"?

Radak: All [birds,] which have wings. The same applies to "Kol Tzipor Kol Kanaf" (Bereishis 7:14). The repetition stresses that all birds will come to eat the dead ? both birds that tear [prey] and birds that do not.
