Radak: They are iron leg shackles. It uses an expression of Nechoshes, for they were of copper 1 . Alternatively, they were from a strong iron called Nechoshes.

If so, why did he say that they are iron? Perhaps he means that they are like shackles normally made of iron. (PF)
