Malbim: Hashem asks Iyov if he knows why water freezes. Some say that a substance makes water freeze, and some say that water is naturally solid, just heat melts it.

Ibn Ezra #1: This repeats the Reisha. The water of the Tehom is trapped, until it hardens.
