What do we learn from "v'Amarta"?

Malbim: The verse explains what you will think, that one need not fight in this land. One who fights will not acquire fame and honor. Three things make a land hard to conquer. (a) The land is fortified via its nature, e.g. it is surrounded with mountains and protecting rocks, or seas and rivers. However, it is "Eretz Perazos"! (b) The residents war with their neighbors, and they are prepared to fight. However, they are "ha'Shoketim Yoshevei la'Vetach"! (c) Walls surround the cities. However, "Kulam Yoshevim b'Ein Chomah"!

What is "Eretz Perazos"?

Rashi: A land of villagers ? they do not have a wall. They trust in their Ma'oz (strong Protector), and do not fear to gather to fortified cities. This is like "me'Arei ha'Perazi" (Devarim 3:5).

Malbim: It is not surrounded with mountains and protecting rocks, or seas and rivers.

What is the meaning of "Avo ha'Shoketim"?

Rashi: I will come El (to) the Shoketim (serene), and see in what they trust. Radak ? also "va'Yavo Yerushalayim" (Shmuel II, 10:4) means El Yerushalayim.
