1.

Rashi: The cold of the south wind does not kill the world "b'Hashket Eretz mi'Darom", for the east wind warms (to counter it) - "Ru'ach Kadim Charishis." It silences all winds.

2.

Ibn Ezra: This discusses summer. Most winds are from the left 1 , for the sun is there [in summer].

3.

Malbim: This is a metaphor. When the land is quiet due to the hot south wind, which heats greatly when the [other] winds cease, your clothes are very hot, and you cannot bear the natural heat in your land.
