Radak: "Yachin v'Tzadik Yilbash" (Iyov 27:17). The Vov in v'Kovei is the middle letter of the root; the suffix Yud is because it is plural. However, in "v'Koyei Hashem Yachlifu Ko'ach" (Yeshayah 40:31), the Yud is the second letter of the root. The Vov is merely for the Cholem, like in Shomer (from the root Shamar), and the suffix Yud due to the plural is omitted.

Malbim: They will inherit the evildoers who are cut off.
