Is "Ad Ratzesah ha'Aretz Es Shabsoseha" the same time as the previous verse?
'Rashi': Yes. In 430 years that Yisrael sinned, they transgressed eight Yovelos and 61 Shemitos. We count an additional Yovel to complete 70, for they were exiled due to their sin 1 . There were 243 years from Yarav'am until Hoshe'a and the 10 tribes were exiled, 111 years during the Shofetim, and the rest are not explicit. We know that the total is 430, for Hashem told Yechezkel to lie on his left 390 days, and on his right 40 days, to atone for 40 years that Yehudah sinned after Galus Aseres ha'Shevatim (Seder Olam 26) 2 .
Radak (20): No. The previous verse discusses how long they were slaves to Melech Bavel (52 years in Galus). The full redemption was not until "Ratzesah ha'Aretz?" in the second year of Daryavesh ben Achashverosh 3 . Then, 70 years to the destruction of Yerushalayim were fulfilled. Malbim - Sefer Ezra is the continuation of Divrei ha'Yamim. It resolves both calculations - 70 years to Bavel (which ended with Korach's permission to build the Bayis, 52 years after the Churban), and 70 years from Churban ha'Bayis.
I.e. they are liable for not fulfilling another Yovel. Vilna Gaon - this is astounding. Galus was a punishment - are they also punished for it?! Also, if so we should add all the years of Shemitah and Yovel in their Galus! 'Rashi's calculations are contradictory. He counts kings reigning in their fathers' lifetimes. Many kings took reign in the middle of a year, and the year is counted for him and the previous king. It is hard to calculate the 111 years of sin during the Shofetim, and 40 after Galus Hoshe'a. Also, he counts Yovelos and Shemitos as if the 430 years were consecutive. They were not! In 18 years, there could be three Shemitos and one Yovel! Hagahah - 'Rashi' on Divrei ha'Yamim is not from Rashi (refer to Divrei ha'Yamim I, 1:1:1:1*).
'Rashi': These are 22 years of Menasheh (after that, he repented), two of Amon, 11 of Yehoyakim, and five of Tzidkiyah, when Hashem said so to Yechezkel. (Rashi (Vayikra 26:35) counted all 11 years of Tzidkiyah. Seder Olam implies that Yisrael repented after his fifth year. - PF)
