To whom is "K'chu" referring?

Why does the Torah write "Yevi'ehah eis T'rumas Hashem ... ", and not "Yavi"?
Ramban and Moshav Zekenim (citing the Rosh): Sometimes the Torah first mentions the object generally, and then describes it in detail. 1

Having already told them about the Mishkan in detail (in Terumah from Sh'mos 24:2) and in general terms (in Ki Sisa, from Sh'mos 31:7), why does Moshe now repeat all the aspects of the Mishkan (albeit in general terms) to the people?

The Torah will repeat in detail what Betzalel and his team of workers performed (later, from Sh'mos 36:8), and one final time to record the successful completion of the mission and that Moshe blessed them - in Pikudei, from Sh'mos 39:13 (Ramban).
What are the connotations of the word "asher Tzivsh Hashem Leimor"?
