Radak: It is as if it says El. Similarly, "va'Yelech Elkanah ha'Ramasah Al Beiso" (Shmuel I, 2:11) is like El Beiso.

Why does it say "va'Tishmeru... va'Ta'asu"?

Malbim: These refer to (a) the Lavim not to drink wine, build a house or plant a vineyard [or seed a field - PF], and (b) the Aseh to dwell in tents.
