Radak: The word Samuch [to ha'Zovechim] is omitted. It means ha'Kevarim Kivrei ha'Zovechim Lahem 1 .

Malbim: It is as if it says ha'Kevarim Shel ha'Zovechim. (This is essentially the same as Radak. ? PF) This explains "va'Yashlech Es Afarah Al Kever Bnei ha'Am" (Melachim II, 23:6. I.e. here it explains on which graves it was cast. ? PF)
