What is "veha'Emes"?
Radak: Chizkiyah and Yehudah returned to serve Elokei Emes. Even though his heart was Shalem, this was not true for all of Yehudah. There were bad things, like Yeshayah said in many rebukes. Therefore, Sancheriv came.
Malbim: All Chizkiyah's Avodah was true in the heart, without insincerity. He did not veer from his good path. He did not have a sin for which Sancheriv came; it was Hashgachah that a miracle occur through him and Sancheriv will fall on Harei Tziyon. Hashem wanted to make Chizkiyah Mashi'ach, and Sancheriv would be Gog and Magog (Sanhedrin 94a)!
What is the meaning of "va'Yomer Levik'am"?
'Rashi': This is like "Al Bik'am Haros ha'Gil'ad" (Amos 1:13), "v'Navki'enah 1 " (Yeshayah 7:6), "va'Yvaka Atzei Olah" (Bereishis 22:3)
Rashi (7:6): We will make them like a Bik'ah (valley).
Here it says that Sancheriv camped against the cities of Yehudah, "va'Yomer Levik'am Elav." In Melachim II, 18:13 it says that he seized the cities!
