What do we learn from "Achen Ru'ach Hi ve'Enosh"?

1.

Rashi: Chochmah in man is via Ru'ach Hashem; it is not via age.

2.

Malbim: I see that the beginnings of Chochmah are not from senses and experience. Rather, it is a Ru'ach Elokim in man.

2)

Why did he add "v'Nishmas Shakai Tevinem"?

1.

Malbim: Chochmah in man is a Ru'ach 'copied' from above, and planted in the source of his Neshamah. The Neshamah, Hashem's portion, influences Binah on man.
