Why did Hashem say to Moshe "Lech Reid"?
Rashi and Targum Yonasan: Because Hashem only elevated Moshe to greatness on account of Yisrael; 1 and now that Yisrael had sinned, he was demoted (and placed in Cherem by the Beis-Din shel Ma'alah - Rashi),
Divrei Eliyahu: This alludes to the tradition to write the letters 'Reish' (in "Lo Sishtachaveh le'Eil Acher" - 34:14) and the 'Daled' in "Hashem Echad" large. 2 These correspond to the first two Dibros, which Yisrael heard. Their greatness was due to Yisrael; now that Yisrael had sinned (regarding these issues), they were demoted. Later they repented, so they are written large in our Sifrei Torah.

Ba'al ha'Turim (Devarim 6:4, citing Shir ha'Shirim Rabah 5:11): This is lest one err in thinking that the 'Daled' is a 'Reish', and read "Echad" as 'Acher', or vice-versa.

Why did Hashem refer to Yisrael as "Amcha"? Were they Moshe's people?
Rashi: He was referring to the Eirev Rav, who were directly responsible for the sin of the Golden Calf, and whom Moshe had converted and taken out of Egypt without consulting Hashem.
Ramban #1: He was referring to them as Moshe?s people, because he was their leader, 1 even thogh in reality, they were the people of Hashem.
Ramban #2: He was merely echoing the words of the people (in Pasuk 1) " ... ki Zeh Moshe ha'Ish asher He'elanu me'Eretz Mitzrayim ... " 2
Hadar Zekenim: He was telling Moshe that they were his nation whether he (or whether they - Da'as Zekenim) liked it or not 3
Like we find following K'ri'as Yam-Suf, when the Torah said "Vayasa Moshe es ha'Am ... " (Ramban).
Ramban: To which Moshe responded (in Pasuk 11) "Asher Hotzeisa me'Eretz Mitzrayim be'Ko'ach Gadol ... ", ascribing Yetzi'as Mitzrayim entirely to Hakadosh-Baruch-Hu. Refer also to 33:1:2:1.
Hadar Zekenim: To which Moshe replied, "ve'Heim Amcha ve'Nachalasecha" (Eikev Devarim, 9:29). So Hashem asked the calf who made it, and it replied 'the donkey', with reference to the Eirev Rav from Egypt, about whom the Navi writes in Yechezkel, 23:"Asher Basar Chamorim Besaram" and whom Moshe took out of Egypt. (Moshe thought that Hashem was referring to Yisrael, and Hashem explained that He was referring to the Eirev Rav, since they were the ones who made the Eigel).
