Citing the Tur al ha'Torah, he explains that, even though Sh'mitah produce is not subject to T'rumos and Ma'asros, it is to remind people - after not having given for an entire year - to give the Matanos in the eighth year. And by the same token, he reads the Aseres ha'Dibros, to warn them not to steal and not to covet what belongs to one's fellow-Jew after a year where everything that grew in the field was Hefker.

QUESTIONS ON RASHI

7)

Rashi writes that the king read the Parshiyos from Seifer Devarim. What is the source for this?

1.

Moshav Zekenim (in Pasuk 14): The Pasuk in Melachim 2 23:2

1

It is actually Halachh le'Moshe mi'Sinai, and the Pasuk in Navi merely supports it, like the Gemara states in Sanhedrin 22b regarding a different matter. (PF).
