Why did Chizkiyah investigate?

'Rashi': He saw great piles, and thought that perhaps the Kohanim and Leviyim did not take, for if they took, how did so much remain?!
2.
Malbim: He thought that there was so much because Kohanim and Leviyim did not come to take, for they were not engaging in Torah. Or, much remained because they did not give enough to the Kohanim and Leviyim.
