Malbim: It is blessed because it is the dwelling of Tzedek. It is as if Tzedek planted its dwelling and Mishkan in these cities, and they are its dwelling.
What is "Har ha'Kodesh"?
Radak: The Beis ha'Mikdash is "Neve Tzedek Har ha'Kodesh."
Malbim: It is Har Tziyon. There, Tzedek will dwell in Kodesh.
