Why does it mention "Layish"?

1.

Rashi (31): This refers to Nebuchadnetzar - "Alah Arye mi'Subecho" (Yirmeyah 4:7).

Malbim (Derech ha'Muskal): This is the power of Gevurah in the Nefesh. It overpowers like a lion over his animalistic nature, physicality and desires. It does not retract due to anything; no physical power stops it. This is the Gevurah not to transgress any Lav.

3.

Malbim (Derech ha'Pashut): A lion rules over the animals due to its Gevurah. Alkum was not like this.
