Radak: "B'Yom" is at the time, like "b'Yom Hakosi Kol Bechor" (Bamidbar 3:13; it was at night), "Yom Tza'akasi va'Laylah Negdecha" (Tehilim 88:2). Every 'ba'Yom ha'Hu' refers to the future (but not a particular day).

What is "Hereg Rav"?

Rashi writes that "Yivlei Mayim" are rivers. Why will there be rivers?

Radak: It said (23) that there will be rain. There will be so much rain that water will flow from the mountains and hills.

Rashi: Initially, They sealed all springs and gathered the water channels and reservoirs into the city, so the enemy would not find water to drink, like it says in Divrei ha'Yamim. Now, every mountain, and even every hill, which does not normally have springs, will have springs.
