What is the meaning of "u'Mekom ha'Tzedek Shamah ha'Rasha"?

Rashi: Sha'ar ha'Tavech, where they decide Halachos, there officers of Bavel judge Yisrael with afflictions and death sentences. There, is evil. Ha'Rasha is like ha'Resha; the Segol was changed to a Kamatz because it is Sof Pasuk, even though we do not find elsewhere that [Resha] changes due to Asnachta or Sof Pasuk.

Rashbam, Ri Kara, Rid: This is a repetition of "Mekom ha'Mishpat Shamah ha'Resha." Ibn Ezra - this is like "[Er'enu v'Lo Atah] Ashurenu v'Lo Karov", "Kum Balak u'Shama [Ha'azinah Adai Bno Tzipor]" (Bamidbar 24:17, 23:18), and most prophesies [have repetitions].
